Curaçao casinos are online casinos licensed in Curaçao, which since 24 December 2024 means a licence from the Curaçao Gaming Authority (CGA) under the Landsverordening op de kansspelen (LOK). This page records which Curaçao-licensed casinos currently pass our checks for Nordic players, how the 2024 reform changed the licence, and how a Curaçao casino compares with EU-licensed alternatives on licence, tax and complaint routes. Data as of 7 October 2026.

Short version: only one Curaçao casino, Betzino, passes our checks today. The three casinos below it are EU-licensed alternatives, labelled as such, for readers who want a regulator inside the EEA.

Betzino Purple Bay B.V. (Curaçao) 157944 Licensed by the Curaçao Gaming Authority, licence number 8048/JAZZ2021-169 National Ordinance on Games of Chance (LOK), P.B. 2024, no. 157 Casino and sportsbook

Betzino’s licence number uses the format of the old Antillephone sub-licences (8048/JAZ) rather than the new OGL series, while its footer states that the CGA licenses it under the LOK. That is consistent with the transition, during which former sub-licensees operated on transitional arrangements while applying for direct licences. We could not cross-check it in the CGA’s online register because the CGA portal was offline after the September 2026 breach. We will re-check when the register is back.

Five myths about Curaçao licences

5 rows2 columns

Five myths about Curaçao licences
Myth Fact (October 2026)
“A Curaçao licence is just a payment to a master licence holder.” That described the pre-2025 system. Since 24 December 2024 the CGA licenses operators directly and vets owners, directors and key persons.
“Curaçao casinos are tax-free for Nordic players.” Curaçao is outside the EEA. Sweden taxes 30% of net winnings per operator and year; Finland and Denmark tax non-EEA winnings; Norway taxes single wins above NOK 10,000 as a rule.
“The CGA will help me get my money back.” The CGA does not mediate individual disputes. Certified ADR bodies do that, after the casino’s own procedure.
“An 8048/JAZ number means the licence is invalid.” Not necessarily. It is the old Antillephone sub-licence format, which some operators still display during the transition. Check the CGA register and the seal.
“If a site loads, it is legal in my country.” Availability says nothing about legality. Sweden, Norway, Denmark and Finland all require a local licence or keep a monopoly, and blocking is incomplete.

Betzino at a glance

Betzino is run by Purple Bay B.V., a company incorporated in Curaçao with company number 157944. Its footer states that the Curaçao Gaming Authority licenses it under licence number 8048/JAZZ2021-169, in accordance with the LOK, and that customers must be 18 or over. The site offers a casino and a sportsbook with separate sportsbook rules, and publishes a payment options page and a privacy and cookie policy. Because its terms render only in a live browser session, we have not recorded its bonus terms or excluded countries; check both before you deposit, and confirm the licence status in the CGA register once the portal is back online.

What happened to the 21 brands on the old list

The previous version of this page listed 21 “Curaçao” casinos, including Flappy, BitKingz, Slotti, MoonWin, SpinsBro, Wolfy, BetPlays, Instant Casino, Smokace, N1Bet, Fortune Panda, Manga Casino, Love Casino, Lalabet, Seven Casino, Jupi, Betzino, Thunderpick, Freedom Casino, Lucky Wilds and Treasure Spins. Our October 2026 checks found:

Why the reform matters to players

Under the old system, a single master licence covered hundreds of sites, and players had little visibility of who actually supervised a given casino. The LOK makes the CGA responsible for each licence and requires applicants to name their owners, directors and key persons for functions such as compliance. That is a real improvement on paper. In practice, the transition has been slow, the register shows statuses such as “assessment in progress” for some operators, and the September 2026 portal breach has made independent checks harder.

The September 2026 CGA portal breach

The CGA confirmed unauthorised access to its licensing portal on 17 and 22 September 2026. On 2 October 2026 the portal was still offline, and the CGA stated that existing licences remain valid. For players this means two things: you cannot currently rely on the online register to confirm a licence, and you should be alert to phishing that uses the breach as a pretext. No legitimate casino will ask you to “re-verify” your account through a link in an unsolicited email. If you receive such a message, log in through the casino’s address typed into your browser instead, and change your password if you have reused it elsewhere. Operators that store copies of your ID documents should tell you if your data was affected.

How a complaint works under the CGA

  1. Complain to the casino in writing. Every CGA licensee must run a complaints procedure. Send an email to the address in the terms with dates, amounts, transaction IDs and the clause you rely on.
  2. Wait for the final answer. Keep the reply, or note that none came within the time the procedure promises.
  3. Choose a CGA-certified ADR body. The CGA itself does not mediate individual disputes. Its list dated 31 August 2026 names seven certified ADR providers; the casino’s terms should state which one it works with.
  4. File with the ADR body. Submit your evidence and the casino’s response. The ADR body reviews whether the casino applied its terms correctly.
  5. Report misconduct to the CGA. The CGA will not decide your case, but reports about a licensee’s conduct inform its supervision.

Compare that with an MGA casino, where the route is similar but the regulator is inside the EU, or an Estonian one, where the national consumer committee only hears residents of Estonia.

Curaçao and Anjouan: the two offshore licences compared

Many brands that once carried a Curaçao sub-licence now hold an Anjouan licence instead. SpinsBro is an example from the old version of this page. For players the two are similar in some ways and different in others.

Crypto at Curaçao casinos: the EU rules that apply to you

A Curaçao casino may take Bitcoin, but you live under EU rules, and they shape what happens to your coins on the way in and out. The Markets in Crypto-Assets Regulation (EU) 2023/1114 has applied in full since 30 December 2024, with transitional periods ending by 1 July 2026, so your exchange must be authorised. The transfer-of-funds rules in Regulation (EU) 2023/1113 also apply from 30 December 2024: when you move more than EUR 1,000 to or from a self-hosted wallet, your exchange must assess whether the wallet is yours. Sending coins from an exchange straight to a casino address is the transaction most likely to trigger questions.

Swedish players face a second issue. Skatteverket treats using cryptocurrency as a stake as a disposal of that crypto, so a gain since you bought it is taxed as capital income at 30%, and a loss is 70% deductible, calculated with the average-cost method and reported on form K4 section D. That is on top of the 30% tax on net winnings from a non-EEA casino. From 1 January 2026, EU exchanges also report your crypto transactions to the tax authorities under DAC8, with the first Swedish reports for 2026 due by 1 April 2027.

Questions to ask a Curaçao casino before you deposit

  • Which company holds your licence, and what is the licence number and status in the CGA register?
  • Which CGA-certified ADR body handles your unresolved complaints?
  • Do your terms exclude my country, and do any game studios block my country?
  • What are your daily, weekly and monthly withdrawal limits, and do they differ for crypto?
  • Which documents will you ask for before my first withdrawal?

Keep the answers. A casino that cannot answer the first two questions clearly is not one we would deposit with.

Tax on Curaçao casino winnings by country

4 rows3 columns

Tax on Curaçao casino winnings by country
Country Treatment Notes
Sweden Taxable: 30% of net winnings per operator and year Declared in box 7.2; winnings of at most 100 kronor are tax-free; losses at another operator cannot be offset
Finland Taxable income The exemption covers gambling organised in Finland or the EU/EEA only
Denmark Taxable Non-EU/EEA winnings are reported as personal income
Norway Taxable as a rule for single wins above NOK 10,000 Applies to commercial foreign gambling including online casinos

Compare this with the EU-licensed alternatives in the toplist: for Swedish players, winnings from an MGA or EMTA casino can be tax-free, but only if the game does not require a Swedish licence.

How to check a Curaçao licence today

  1. Read the footer for the operating company, its Curaçao company number and the licence number. A post-reform licence statement should mention the Curaçao Gaming Authority and the LOK.
  2. Click the licence seal. It should open a validation page that names the same company and domain.
  3. Check the register at cga.cw once the portal is back online, and look at the status field: “active” or “provisional” is different from “assessment in progress”.
  4. Search your own regulator’s decisions for the operator name. Spelinspektionen, for example, publishes its bans.

Curaçao casinos and the Nordic rules

A Curaçao licence gives no right to offer casino games in Sweden, Norway, Denmark or Finland. Sweden requires a Spelinspektionen licence and bans operators that target Swedes without one; Norway can block sites through DNS since 1 January 2025 and blocks payments; Denmark obtains court orders to block unlicensed sites (98 more on 8 July 2026); and Finland keeps Veikkaus’s exclusive right until 30 June 2027 while blocking payments to banned operators. None of this makes playing a crime for you, but it does affect whether sites load, whether payments go through and whether your winnings are taxed. The country table on our homepage has the full comparison.

Blocking is not a verdict on a particular casino’s honesty. It reflects the casino’s lack of a local licence. A site that loads today can be blocked tomorrow, and a deposit that went through last month can be declined next month, so keep balances low and withdraw winnings promptly.

Limits and self-exclusion when your national scheme does not apply

Because Spelpaus, ROFUS and the Finnish and Norwegian schemes do not reach Curaçao-licensed casinos, the tools inside each casino account are all you have. Before your first deposit, check that the casino offers at least a deposit limit you can set yourself, a cooling-off period and self-exclusion, and find out whether an exclusion covers only that site or the operator’s other brands as well. Many Nordic banks also let you block gambling transactions on your card from the banking app, which works regardless of the casino’s licence. Blocking software installed on your own devices is another layer that does not depend on any regulator.

If a Curaçao casino stops paying or closes

Start with the complaint procedure and the ADR route described above, and keep every piece of evidence. If the casino has stopped responding altogether, report it to the CGA with your account details and evidence; the regulator cannot order a refund for you, but it can act against the licensee. If you paid by card, ask your bank whether a chargeback is possible for services not delivered, bearing in mind that gambling transactions are often treated differently. Crypto payments cannot be reversed, which is one more reason to withdraw winnings as soon as you have them. Finally, warn others by filing a complaint with independent casino complaint portals, but do not pay anyone who offers to “recover” lost funds for a fee; such offers are a common scam.

Curaçao terms explained

  • LBH: the old offshore gaming ordinance under which the master licences operated.
  • CGA: Curaçao Gaming Authority, the regulator formerly known as the Gaming Control Board.
  • OGL number: the format of licences issued directly by the CGA under the LOK.
  • Provisional licence: a transitional licence for operators moving from the old system, issued under separate conditions.
  • Key person: an individual the CGA vets because they perform a critical function, such as compliance.
  • B2C and B2B: licences for casinos that serve players, and for suppliers that serve casinos.

What we could not verify

Betzino’s terms and payment pages render only in a browser session, so we could not read its welcome offer, restricted-country list or payment methods from a Swedish connection. The toplist therefore shows no bonus figures for Betzino; check the promotions page after choosing your country. We also could not confirm Betzino’s licence status in the CGA register while the portal is offline. Both points will be updated when we can check them.

Payments at Curaçao casinos

Many Curaçao-licensed casinos accept cryptocurrency, which is one reason they are popular with players outside the big regulated markets. Card and bank payments to non-EEA casinos are more often declined by Nordic banks. If crypto is your reason for looking at Curaçao, read our Bitcoin casino data first, including the EU rules on crypto transfers to self-hosted wallets. For no-account banking, see the Pay N Play page; Trustly does not serve these sites, as explained on the Trustly page.

Warning signs specific to Curaçao casinos

  • A licence statement that still names a master licence holder and does not mention the CGA or the LOK.
  • A seal that does not open a validation page, or opens one for a different domain.
  • No company number or registered address in the footer.
  • Terms that let the casino void winnings for vague reasons such as “irregular play” without defining it.
  • Withdrawal limits much lower than deposit limits, which can stretch a large win over many months.
  • A brand you know from a Spelinspektionen ban list reappearing on a new domain.

Checklist if you already play at a Curaçao casino

  1. Open the footer and note the licence statement. Does it name the Curaçao Gaming Authority and the LOK, or still an old master licence holder?
  2. Click the seal and confirm the company and domain match.
  3. Find the ADR body named in the terms and save its contact details.
  4. Check your balance and withdraw anything you do not plan to play with soon.
  5. Set or lower your deposit limit, and note whether self-exclusion covers sister sites.
  6. Keep a record of deposits, withdrawals and winnings for your tax return; in Sweden, Finland, Denmark and Norway non-EEA winnings are generally taxable.

Who a Curaçao casino suits, and who it does not

A Curaçao-licensed casino can make sense for an experienced player who wants crypto payments or a game library that EU-licensed brands do not carry, who keeps balances small and who accounts for tax on winnings. It is a poor fit for anyone who wants an EU regulator behind them, who needs tax-free winnings, who relies on a national self-exclusion scheme, or who is new to online casinos. For those readers, the MGA and EMTA alternatives in the toplist, or a casino licensed in their own country, are the better choice. Whichever you pick, read the licence statement yourself rather than trusting a badge on a review site, including this one.

Our method for this page

We fetched each candidate site from a Swedish connection on 7 October 2026, read the footer and terms, and recorded the licence statement, the operating company and the restricted-country clause. A brand is listed when the licence is Curaçao, the operator is not banned in a Nordic country and the terms do not exclude Nordic players. We also searched Spelinspektionen’s published decisions for each operator name and compared the licence statements with the CGA’s announcements about the reform and the portal breach. Where a site would not load from a Swedish connection, or showed only a JavaScript shell, we recorded it as not re-verified rather than guessing. Full details are on the how we rate page.

Frequently asked questions

What is a Curaçao casino?

An online casino licensed in Curaçao. Since 24 December 2024 that means a licence issued by the Curaçao Gaming Authority under the new gaming law, the LOK, rather than a sub-licence from one of the four old master licence holders.

Why does this page list only one Curaçao casino?

We list a Curaçao casino only when we can read its CGA licence statement on its own site and it accepts Nordic players. The previous version of this page carried 21 brands that we could not re-verify for October 2026, so they were removed.

Are Curaçao casino winnings tax-free in Sweden?

No. Curaçao is outside the EEA, so Skatteverket taxes 30% of net winnings per operator and year. Finnish and Danish residents also generally pay tax on winnings from non-EEA casinos.

Does the Curaçao Gaming Authority handle player complaints?

No. The CGA does not mediate individual disputes. You complain to the casino first and then to one of the CGA-certified ADR bodies; the CGA’s list dated 31 August 2026 names seven.

Is the Curaçao licence register working?

The CGA confirmed unauthorised access to its licensing portal on 17 and 22 September 2026, and the portal was still offline on 2 October 2026. The CGA says existing licences remain valid.

Swedish law targets the operator and promoters, not the player, so you do not commit an offence. The casino itself is not allowed to target Swedish consumers without a Spelinspektionen licence, and your winnings are taxable at 30% of net winnings per operator and year.

Do Curaçao casinos accept Bitcoin?

Many do, but it is not a licence requirement. If you use crypto from the EU, expect your exchange to ask questions about transfers over 1,000 euros to self-hosted wallets, and remember that Sweden treats crypto stakes as a taxable disposal.

Which is better for Nordic players: Curaçao or MGA?

An MGA casino puts an EU regulator behind your account, can be tax-free in Sweden, Finland and Denmark under conditions, and has a searchable register. A Curaçao casino is outside the EEA, so winnings are taxable and complaints go through a CGA-certified ADR body.

Can a Curaçao casino block players from Sweden or Norway?

Yes. Each casino decides its own excluded countries in its terms, and some studios block their games for particular countries. Using a VPN to get around a restriction breaks the terms and can lead to voided winnings.

How long do withdrawals take at Curaçao casinos?

It depends on the casino’s terms; there is no single Curaçao rule. Check the processing time and the daily, weekly and monthly limits in the terms before depositing, and complete identity checks early.

What do old numbers like 8048/JAZ mean?

They are sub-licence numbers from the pre-2025 master licence system, 8048/JAZ being Antillephone N.V. Some casinos still display a number in that format while stating that the CGA now licenses them.
