International Casino List is a directory of online casinos licensed outside the Nordic countries, with the data a player needs before signing up: licence and licence number, the company behind each brand, minimum deposit, withdrawal processing times, account currencies and the countries each casino refuses. All figures on this page were checked against the operators’ own terms and the regulators’ registers on 6 and 7 October 2026.

Two patterns stand out. First, none of these brands lets a Swedish account hold Swedish kronor, so every deposit and withdrawal is converted, and your bank’s exchange margin is a real cost. Second, the withdrawal caps are identical across the three company groups behind them, which reflects a shared platform rather than coincidence.

A licence tells you who supervises the operator and where you can complain. It does not tell you whether the casino may legally market itself in your country, and the table separates those two questions.

What the licence numbers mean
MGA business-to-consumer licences follow the pattern MGA/B2C/number/year, and you can confirm one in the MGA’s public authorisations register. Estonian licences come in two parts: an activity licence (HKT) that runs indefinitely and an operating permit (HKL) that has an end date. For Frenwall, the operating permits HKL000440 and HKL000442 run from 13 November 2023 to 13 November 2028. Anjouan licences use the ALSI prefix and are best checked through the seal on the casino’s own footer, because a bare domain lookup on the regulator’s validator returns “invalid” even for genuine licences.
Curaçao after the 2024 reform
Curaçao replaced its old master-licence system with a new gaming law, the Landsverordening op de kansspelen (LOK), which took effect on 24 December 2024. The regulator is now the Curaçao Gaming Authority, and its register lives at cga.cw. The CGA reported unauthorised access to its licensing portal on 17 and 22 September 2026 and said existing licences remain valid while the portal is offline. Our Curaçao casino table lists only operators whose CGA licence text we could read on their own site.

“Not named” is not the same as “legal”. The catch-all clause in each set of terms means the operator can refuse or close an account if your participation conflicts with the law where you live. Read the country notes below before you register.

Sweden: the details that trip people up
Swedish law targets the operator and anyone promoting the casino, not the player. Spellagen (2018:1138) requires a Swedish licence to offer gambling to Swedish consumers, and Spelinspektionen has shown that an EU licence is no shield: on 8 January 2026 it banned the Malta-licensed Claymore from the Swedish market. Promotion is also policed. In December 2025 the regulator ordered a Swedish media site, Flashback Media Group, to stop running banners for two offshore casinos under a conditional fine of 130,000 kronor.
On tax, Skatteverket’s targeting test matters. A game counts as aimed at Sweden if, for example, it has Swedish text, is marketed in Sweden or lets you deposit and withdraw in kronor. Winnings from an EEA casino that does not need a Swedish licence are tax-free; if the game does require a Swedish licence, or the casino sits outside the EEA, 30% tax applies to your net winnings per operator and year, declared in box 7.2. Losses at one casino cannot be offset against wins at another. Spelpaus, which had a little under 138,000 registered people in the second quarter of 2026 according to trade press figures, does not reach any casino in this directory.
Norway: monopoly plus blocking
The Gambling Act (pengespilloven) that took effect on 1 January 2023 kept the exclusive-rights model. Lotteritilsynet received powers to order DNS blocking from 1 January 2025 and carried out its first blocking order, against 57 websites, on 1 April 2025. Payment blocking also applies. For tax, Skatteetaten treats single wins above NOK 10,000 from commercial foreign gambling, including online casinos, as taxable in most cases, and the EEA exemption only covers gambling whose profits go to charitable or non-profit causes.
Denmark: licences, court orders and ROFUS
Spillemyndigheden licenses online casinos and asks the courts to block those that target Danes without a licence. Its own figures show 334 sites blocked through court orders in 2025, and the Frederiksberg court ordered 98 more blocked on 8 July 2026. ROFUS, the national self-exclusion register, offers periods from 24 hours to permanent, but it only binds Danish licensees. Winnings are tax-free from a Danish licensee, and from an EU/EEA operator only when it is licensed, publicly supervised and offers a game that could lawfully be offered in Denmark.
Finland: a market in transition
Veikkaus keeps its exclusive right to offer online casino games until 30 June 2027. Private operators could apply for Finnish licences from 1 March 2026, and the licensed market opens on 1 July 2027. Until then, the National Police Board can order banks and payment firms to block player payments to operators it has banned from marketing in Finland, a system in force since the beginning of 2023. That is why most brands below exclude Finland from their welcome offers.

Worked example: what 35x versus 45x costs you
Take a first deposit of EUR 100 with a 100% match. At Slot Pony the EUR 200 balance needs 35 times turnover, so you must place EUR 7,000 in bets within 48 hours. At Taste Vegas, 45x on the same EUR 200 means EUR 9,000. With slots returning around 96% on average, the expected loss over that turnover is roughly EUR 280 at Slot Pony and EUR 360 at Taste Vegas, which is more than the EUR 100 bonus in both cases. Wager-free spins, as at Winsly or Reko Casino, carry no such drag: whatever the spins win is cash, up to the EUR 5,000 cap.

Frenwall’s safe-gaming page says support can apply a limit across its brands on request, and Ludaro’s responsible-gambling terms (Quickz and its sisters) say the same about self-exclusion. Elmst, Elvel and Hundise state that limits and exclusions cover the single site only, so set them at each brand you use.
How to check a casino licence yourself in five minutes
- Read the footer. A licensed casino names its operating company, the registration number and the licence number. If any of the three is missing, stop there.
- Match the company, not the logo. In the MGA authorisations register, search for the company name (for example Elmst Limited) and check that the brand’s domain appears under that licence.
- Use the regulator’s own list for Estonia. EMTA publishes a list of legal gambling operators; Frenwall’s brands appear under “Frenwall Limited” with the activity licences HKT000082 and HKT000083.
- Click the seal for Anjouan and Curaçao. Both regulators validate licences through a seal script on the casino’s page. A seal that opens a static image rather than a validation page is a warning sign.
- Check your own regulator’s decisions. Spelinspektionen, Lotteritilsynet, Spillemyndigheden and the Finnish police all publish decisions against named operators. We search each operator name before a brand joins this directory.
Verification and KYC: when the casino will ask for documents
Expect identity checks at every casino here, usually before your first withdrawal. The trigger points differ by group and are written into the terms:

Send a clear photo ID and a proof of address dated within the last three months as soon as you register. Doing it early is the single most effective way to cut the time between requesting and receiving a payout.
Age limits are not the same everywhere
Most brands in this directory accept players from 18. The Frenwall casinos are different: their terms, governed by Estonian law, set 21 as the minimum age for casino games and 18 for betting. Jackpot Cow, Slot Owl, Winsly, Reko Casino, Mad Rush, Wizz Spin and Slot Cloud fall under that rule, so a 19-year-old player from Sweden can sign up for sports betting at Winsly but not for its casino.

Swedish accounts at every casino here run in euros, and we found Norwegian kroner configured only at Slot Pony, so for most Nordic players every transaction is converted twice if you deposit and later withdraw. Suppose your bank applies a 1.5% margin each way. A SEK 5,000 deposit loses about SEK 75 on the way in, and a SEK 5,000 withdrawal loses about the same on the way out, so SEK 150 is gone before a single spin. If a casino stops paying or closes
Start with the casino’s complaints procedure and keep everything in writing, including chat transcripts. If the reply does not resolve it, the next step depends on the licence: an MGA licensee must refer you to its registered ADR body, Anjouan licensees must answer within 30 days through the seal procedure, and Curaçao licensees must name a CGA-certified ADR provider. A Nordic regulator cannot order an unlicensed foreign casino to pay you, which is the strongest practical argument for keeping balances low and withdrawing winnings promptly.

- Max conversion: the most bonus winnings you can turn into withdrawable cash, here 5x the bonus at most brands.

Live casino and table games under bonus rules
Every brand here has a live casino, but the bonus terms treat it differently from slots. At the Elmst, Elvel and Ludaro casinos, live casino and RNG table games do not count towards wagering at all, so a blackjack player who takes a match bonus has effectively locked the deposit until the bonus is forfeited or wagered on slots. Frenwall counts only games tagged as “Bonus Games”. If you play mostly live tables, decline the welcome bonus at sign-up; the deposit then stays withdrawable after the casino’s 1x turnover rule.

Casinos we excluded, and why
A brand leaves this directory, or never enters it, when one of four things is true: the operator has been banned by a Nordic regulator, the licence cannot be confirmed in a register or through a working seal, the site no longer accepts players from the Nordic countries, or the brand has closed. Two examples from the Swedish register show how this works in practice. Spelinspektionen banned Softon Ltd on 9 July 2026 (decision 26Si1361), naming all ten of its brands, and it banned Rabocse SRL on 18 August 2025 (25Si1093), covering gxmble.io, palmcasino.io, seven7.casino, slottio.com, wildzy.io, winstler.co and winzter.com. Mirror domains do not change a ban, so we do not list those brands under new addresses either. QBet is also absent: its operator has faced action in both the Netherlands and Sweden, and we do not list brands with open regulatory sanctions in the markets this directory serves.
Corrections made in this update
The previous version of this directory carried claims that no longer held. Several cards promised “tax free winnings” without conditions; we removed them, because tax depends on the licence and on whether the game requires a local licence, as the country table shows. Some brands were listed as MGA casinos after their operator moved to an Anjouan licence in 2026, and others had closed or changed hands. Every brand still on the list was re-checked, and offers now show the exact wagering and deadlines from the current terms.

Frequently asked questions
What counts as an international casino on this list?
A casino that holds a licence from a regulator outside the player’s own country, here the Malta Gaming Authority, Estonia’s EMTA, Anjouan or the Curaçao Gaming Authority, and that accepts registrations from Nordic countries under its own terms.
Are winnings from international casinos tax-free in Sweden?
Not automatically. Skatteverket treats winnings from a casino licensed in another EEA country as tax-free only if the game does not require a Swedish licence. Winnings from casinos outside the EEA, such as Anjouan or Curaçao, are taxed at 30% of net winnings per operator and year.
Does Spelpaus block international casinos?
No. Spelpaus only covers companies with a Swedish licence from Spelinspektionen, so a self-exclusion there does not stop you from opening an account at an offshore or EU-licensed casino without a Swedish licence.

How often is the data in the tables updated?
Every figure in this directory was checked against the operator’s own terms, bonus page or licence register on 6 and 7 October 2026. We re-check a casino whenever its terms version changes or a regulator publishes a decision about its operator.
Why do Finnish players get no welcome bonus at most of these casinos?
Finland keeps a gambling monopoly until 30 June 2027 and blocks payments to operators the police have banned from marketing there. Most brands therefore exclude Finnish residents from welcome offers, although Spinskull is an exception.
